New voice needed in international order

Although some parts of the book is not comfortable with me, this book is generally insightul and fun to read. I gave four star because there are some lacking in details for many European & Asian countries, hard evidence, sometimes biaded Singaporean view and only focusing on American readers.

It is no longer new that China and India has been rising regardless of the US and EU's economic conditions as evidenced by their steady growth during global financial crisis. According to IMF's World Economic Outlook in April 2009, China and India would grow by 6.5% and 4.5%, respectively in 2009 when the US and the Euro Area suffers from the negative growth. It is remarkable since it proved its strength against so-called coupling view of their dependence on the US and Western Europe.

Considering their proportion of 16.2% in 2008 over World economy, which is larger than combined portion of four Euro area countries (Germany, France, Italy, Spain), I think it is obvious that they should have more voice in international organizations like UNSC, IMF & IBRD, etc while shrinking Europe in terms of economic size should recede as recent G20 summit suggested. Moreover, I agree with the author's view of western incomepentence in managing international order, specifically on foreign aid. Hypocracy dominates here. They announced many committments on global issues, which have not fulfilled and even the multilateral institutions like World Bank did not look really caring about the poor. Why? The governance matters. I expect that once the new voice comes in the governance of the int'l organizations, the thinking and behaviour inside those organizations will start to change: from rhetoric to results.

An excellent set of observations concerning global change

This is an excellent book with a considerable set of observations concerning the shifts occurring in the global power equation. It is both complementary of and critical of Western Civilization. It gives credit where credit is due: Western Civilization established a set of cultural principles which are generally applicable to all of humankind: democracy, the rule of law, the intellectual gift of the Enlightenment.

Westerna Civilization is, however, in the process of weakening itself. It errs significantly when it deviates from those principals. The United States is particularly prone to embrace ideology (be it political or moralistic) when operating on the world stage. This approach was doomed to failure in the past and is doomed to failure in the present. One does not force democracy down the throats of people at the barrel of a gun. One does not torture people in hidden prisons. One does not make friends and influence people in a global village by playing the bully.

Essentially the world is filled with highly intelligent and hardworking people. They may not want to be fully Westernized but they certainly want to be "Modernized." How much they adopt the principles of democracy should be up to them. Not all societies are developed to a level where they can easily embrace Western views of democracy. They will, however, become more progressive.

The are some weaknesses in the book. The author is extremely concerned about the rise of protectionism particularly in America. This makes sense since the US provides the rest of the world with 100s of billions of dollars a year of its wealth. This is ultimately hurtful to the American form of Western Civilization. Diminishing the wealth base of the United States cannot continue to be the sole source of growth for Asian economies. The author does not present any recommendations as to how to deal with this form of unsustainable economics.

Asia's March to Modernity

Kishore Mahbubani, former diplomat and currently dean of the Lee Kuan Yew School of Public Policy in Singapore, was one of the leading exponents of "Asian values" in the 1980s. Although they were in vogue for a time, the merits of those values were lost on many during the Asian financial crises of the 1990s. But since then Asian countries have made a remarkable recovery, and now Mahbubani is back taking his argument to a new level.

With 7-10% annual economic growth rates, Mahbubani sees global power shifting from West to East. He attributes this success not only to Asian values, but also to what he calls "the seven pillars of Western wisdom." Those pillars are free-market economics; science and technology; meritocracy; pragmatism; a culture of peace; rule of law; and education. Modernization in Asia began in the late 19th century with Japan opening to the West, then followed by the 4 tigers, and finally China and India. This march to modernity, as he calls it, has not only raised living standards but also Asian expectations in global power-sharing.

Mahbubani's grudge against the West is that the West is not playing by the rules which it created. The West, which he sees as Europe and North America, has only 15% of the world's population and 48% of global GDP; whereas the East - which is everyone else - has 85% of the world's population and 52% of GDP. The West is still dominating the world through outdated institutions such as the UN Security Council, the IMF, and the World Bank. Under a system of meritocracy or democracy the East should have a much larger role in global affairs.

Mahbubani makes many suggestions that would rectify this situation such as making India and China members of the G8, and opening up some of the top jobs at the IMF and World Bank to Asians. I couldn't agree more. His criticisms of the West have, for the most part, been correct. America's botched operation in Iraq is an easy target. Nuclear proliferation issues and the West's failure to stop genocide the Balkans and Rwanda are also given as examples of the West's incompentence. True again. This should not, however, be contrued as being anti-Western, it is only constructive criticism.

Unfortunately Mahbubani is as uncritical of Asia's shortcomings as he critical of the West's. When he says that the Chinese are freer today than they have been at any time in their history, one would have to agree. (This is also the view of Parag Khanna in The Second World.) But what about the rights of Tibetans and other minorities in China? What about legal and political rights in general? Autocracies only allow economic freedom. He also conveniently overlooks the violence in Kashmir, Sri Lanka, and Indonesia. And why blame only the West when nuclear proliferation in North Korea, Pakistan, and now Iran is mostly a result of China's neglect? Asian ascendancy has not been without its own fiascoes.

Parag Khanna argued that there will be three global leaders in the new century: the US, the EU, and China. Mahbubani would like to add India, for he sees India as a bridge between the East and the West. This is a valid point since many Indian intellectuals are at home in both the East and the West. He claims there is still a resistance among public intellectuals and journalists in the West to accept the East on equal terms, but I myself have not seen this resistance. I see a greater recognition of the East almost on a daily basis. With Asia's growing economic power, political power will follow no matter how much real or imagined resistance there is.

About the Author
Robert M. Huff (M.P.H., California State University, Northridge; Ph.D., University of California, Santa Barbara Graduate School of Education is Emeritus Professor of Public Health at California State University, Northridge. Prior to joining the faculty at CSUN, he was a health education practitioner for the Charles Drew Postgraduate Medical School in Los Angeles and Ventura County Public Health Services and Medical Center. As a professor at CSUN, he has taught graduate courses in public health education in the areas of program planning and evaluation, health behavior change, communication and media, cross-cultural issues in public health, holistic health, and other related courses. His research interests combine his undergraduate training in anthropology with his graduate training in public health and education to focus on multicultural health promotion and disease prevention programs in a variety of settings.

Michael V. Kline (M.P.H., DrPH) is Emeritus Professor of Public Health at California State University, Northridge. He has taught undergraduate and graduate courses that train students and practitioners to design, implement, and evaluate health promotion and education programs within a variety of health settings, population groups, and public sector and community organizations. He received his M.P.H. degree in public health education and behavioral sciences from the University of California, Berkeley School of Public Health. He received his DrPH degree in medical care organization and health administration from the University of California, Los Angeles School of Public Health.

Darleen V. Peterson (M.A., M.P.H., Ph.D., M.C.H.E.S.) is Associate Professor of Practice and Associate Dean for Academic Affairs at Claremont Graduate University (CGU). She is the founding director of the Master of Public Health Program in the School of Community and Global Health at CGU. She served as Assistant Professor in the Department of Preventive Medicine, as well as Assistant Director for the Master of Public Health program at the University of Southern California (USC). Her research interests include health communication, specifically the evaluation of statewide tobacco control campaigns and the assessment of pro-tobacco marketing activities. She received an M.A. in Communications Management from USC’s Annenberg School for Communication, an M.P.H. in Community Health Education from California State University, Northridge, and a Ph.D. in Preventive Medicine (Health Behavior Research) from USC. She is a masters-level certified heath education specialist.

Could use more pictures

It is a great overview of engines and their working parts. I had to supplement the book with pictures from the Internet and video simulations from YouTube to make sense of the topics, because the subject is abstract and makes it difficult if you can not see it. If the book have had more images my score would be 5 stars. It did help me understand the cooling and lubricating systems very well.

This book is at best an introductory text for a high school student or lower. It is of no real use otherwise. I purchased the kindle version. Glad I don't have the book, it would be used book store or goodwill bait.

A fascinating story not only from a historical point of view, the rise of the Arab and Asian world, but touching from a human perspective, the story of a man who is never defeated and goes ahead despite of the adversities of his personal and his country's history. Last but not least, from a literary point of view, this autobiography is a masterpiece, its characters are beautifully portrayed, the story is superbly told in and you feel the perfume of 1001 and one nights, and the salty smell of the sea. L. RANDALL WRAY is a professor of Economics at the University of Missouri-Kansas City, USA,�as well as Research Director, the Center for Full Employment and Price Stability, and Senior Scholar at the Levy Economics Institute of Bard College, New York. A student of Hyman P. Minsky while at Washington University in St. Louis, Wray has focused on monetary theory and policy, macroeconomics, financial instability, and employment policy. He has published widely in journals and is the author of Understanding Modern Money: The Key to Full Employment and Price Stability (Elgar, 1998) and Money and Credit in Capitalist Economies (Elgar 1990). He is the editor of Credit and State Theories of Money (Edward Elgar 2004) and the co-editor of Contemporary Post Keynesian Analysis (Edward Elgar 2005), Money, Financial Instability and Stabilization Policy (Edward Elgar 2006), and Keynes for the twenty-first century: The Continuing Relevance of The General Theory, Palgrave, 2008. Wray is also the author of numerous scholarly articles in edited books and academic journals, including the Journal of Economic Issues, Cambridge Journal of Economics, Review of Political Economy, Journal of Post Keynesian Economics, Economic and Labour Relations Review, Economie Appliqu�e, and the Eastern Economic Journal. Wray received a B.A. from the University of the Pacific and an M.A. and Ph.D. from Washington University in St. Louis. He has served as a visiting professor at the University of Rome, the University of Paris, and UNAM (Mexico City). He was the Bernardin-Haskell Professor, UMKC, Fall 1996, and joined the UMKC faculty as Professor of Economics, August 1999.

mmt is great, this book is not.

Let me first say that I'm a big fan of MMT and of Randall Wray. However I cannot give this book a great review. The reason is that the book is organized poorly and feels like it is essentially unedited. Dr. Wray created most of the material for this book on his blog and the primer there might be a more useful read for most (as opposed to spending $30 for the book) as much of the material can be found there. Palgrave MacMillan (the publisher) really owes an apology to the book's readers for just throwing together a series of blog posts and neglecting to edit the book into a cohesive whole.

There are repetitions, incomplete explanations, and a general inconsistency of voice. One minute the book will be explaining a complicated subject in careful and technical language and the next it will adopt an informal style and make logical leaps and unsupported claims. If this were a book about a less important subject or by a less distinguished author I wouldn't have the same expectations of it and such inconsistency would be tolerated. As it is I wish Dr. Wray would have either taken the time to do this right or left the material on his blog.

Again, I have to reiterate that the material, MMT, is deeply important for people to understand and begin to use. I am sure that most of what I'm complaining about is due to the publisher. Also, I must state that due to the paucity of books on this subject (and cohesive material on it in general) this book does provide a lot of good info and is worth reading if you're interested in MMT and don't mind a poorly edited book.

A don't miss work on Macroeconomics and Modern Money Theory

One of the most important works making Modern Money Theory accessible to the public. Professor Wray's style is as clear as it gets in a work that is both friendly and substantial. His treatment of balance of trade, inflation, deficit spending, modern fiat money, Sector Financial Balances, debt financing, balanced budgets, and fiscal sustainability are all exemplary, and yet very understandable.

The treatment of the Job Guarantee proposal is particularly illuminating. It dispels the superficial criticisms offered by people who have heard the barest minimum about the idea, but still feel free to opine on it even though their own comments are based on their own ideology-based projections, rather than the details of the proposal itself.

Much of economics seems like systematic and irrelevant obfuscation; but this work lays bare the intellectual bankruptcy at the foundation of the discipline, and replaces it with a new framework focusing both on the facts, and on what might be, if we can only grasp MMT principles and have the courage to act on them. If you're interested in why austerity doesn't make sense, and how to recover from its often fatal effects, then this book is one you must read.

This is an easy to read book on a very complicated subject. To understand the workings of the Federal Reserve, the national debt and the trade deficit, I will have to reread this book many times, study it and memorize sections to be able to talk about with confidence macroeconomics. This is a difficult subject, I talked to three accountants and none of them could carry on a conservation about macroeconomics or the workings of the Fed. This is not just simple accounting, the interrelationships of the Federal Reserve, the Treasury, the Federal reserve Banks and the private banking sector is complex. I doubt four elected Senators or Congressmen grasp how the system works beyond a simplistic organizational chart understanding. Furthermore, I know no TV or print talking heads or economists interviewed who attempt to explain the Fed or understand this complex subject. It is scary that our elected representatives right or left have no grasp of macroeconomics as shown by their comparing sovereign macroeconomics to household finance.
